Shannon Mitchell

Board Member, President

Shannon Mitchell is the Director of Local Outreach and Foster Care at Scottsdale Bible Church. After graduating from ASU with a B.S. in Marketing, Shannon spent several years in the business sector and the last 20 years in the non-profit sector overseeing fundraising, event planning, and volunteer management. In 2013, Shannon returned to school and received her master’s in business leadership from Grand Canyon University.  Shannon has a passion to see local organizations collaborate, mobilize volunteers, and share resources to better serve Arizona families and children.  Shannon enjoys spending time with her husband, Raygen, a pastor at Scottsdale Bible, and their family and friends in Arizona, Colorado, Texas, and Oklahoma.

Julie Bartolini

Board Member, Co-Founder, Program Director, Chairman

Julie, along with her husband, Peter Co-Founded Firm Foundation Youth Homes and serves as the Program Director. Julie and Peter have spent the last 15 years as foster parents in Arizona and have had many children come through their home. Julie also runs their very busy household. Julie received her Bachelor’s Degree from the University of Pittsburgh and her Master’s in Social Work from Temple University. In 2018 Julie completed the training to become a Trust-Based Relational Intervention practitioner. She is also a volunteer Ministry Leader at Scottsdale Bible Church in the Foster Care and Adoption Ministry.


Michael Regan

Board Member, Treasurer

Michael Regan is a long-time friend and business and ministry partner with founder Peter Bartolini. Michael was raised in a loving home and came to faith in Christ thru a college ministry of CRU, a global evangelism and discipleship ministry. Michael and his bride Lori were married in 1992, adding Maddie (1998), Sydney (2000), and Max (2002) to their grace-based family. Their family is actively involved in YoungLife, a global Christian outreach to high school students. Michael & Lori also serve as Ambassadors for Family Matters, a grace-based family discipleship ministry. Michael is personally serving as the chairman for Death2Life Revolution, an online evangelism and discipleship ministry reaching counterculture young people and calling them to follow Jesus. Michael and his family lived in the Valley of the Sun for 21 years before moving to Lake Oswego, Oregon in 2013 where Michael serves as an Executive Coach for Building Champions.


Shane Stephens

Board Member

Shane grew up in a Christian home in Oklahoma and accepted Christ at the age of seven. He met his wife Katie in college, and they have been married since 2003. Shane and Katie have four boys: Hunter, Cooper, Tanner, and Spencer. They started attending SBC in 2009 and have served in the Common Ground enrichment class, Marriage Prep, Discovery Kids, and YTH, have served on various committees at SBC, and have gone on several mission trips to Mexico. Shane is a graduate of the Timothy Leadership Program and has been involved in the Desert Ridge Men’s Bible study since 2010. He works professionally as an SVP of Leasing at a local commercial real estate company with shopping centers in the Southwest and Midwest. He received a B.S. in Ag Economics/International Business at Oklahoma State University and a MSc in Economic Management/Policy from the University of Strathclyde Glasgow.


Eric Whitley

Board Member

Eric spent the majority of his childhood in Oregon, where he grew up in a home with Christian parents and accepted Christ at a young age. After serving in the United States Army for six years, Eric moved to Arizona in 2017 and has attended Scottsdale Bible Church since that time. At SBC, Eric and his wife, Candice, have served in Family Connections, Marriage Prep, and Discovery Kids. He is a Timothy Leadership Training graduate and has also spent time on the Risk and Finance Councils at SBC. Eric and Candice live in Phoenix and have three children. He works as an Executive Director at a financial institution and has a B.S. in Economics from the United States Military Academy in West Point, NY.
